ADVERTISEMENT FOR BIDS 

Project Title: Well #13 Radium Reduction System

The Gilbert Summit Rural Water District is currently soliciting bids for the Well #13 Radium Removal project. The scope of the work consists of the construction and/or installation of the following, as shown on the construction plans: 

• Well #13 Radium Reduction System 

• Well Treatment Building 

• Yard Piping 

• Valves and appurtenances 

No pre-bid conference will be held for this project. All questions must be emailed to Travis Basnett at tbasnett@husseygaybell.com, no later than October 3, 2023 at 5:00 pm. Oral statements may not be relied upon and will not be binding or legally effective. Each prospective bidder must meet the following qualifications and bid requirements: 

• Demonstrate the satisfactory completion of a minimum of three (3) similar projects in the State of South Carolina within the last five (5) years. Similar projects include the construction of treatment for drinking water wells and distribution facilities. 

• Provide a minimum of three (3) references of past clients familiar with work on similar projects. 

• Deposit security in the amount and form specified herein and in the Instructions for Bidders. 

• Comply with all federal, state, and local regulations, as outlined in the contract documents. 

Sealed bids clearly marked “Bid Package for Gilbert Summit Rural Water District – Well #13 Radium Removal” with the bidder’s name, address, and South Carolina Contractor’s license number on the outside of the envelope will be received by the Gilbert Summit Rural Water District at the following address:

On October 10, 2023, at 2:00 pm, the sealed bids will be publicly opened and read aloud at the address listed above. All sealed bids MUST be in the physical possession of the Gilbert Summit Rural Water District on or before the exact date and time indicated above. Bids received after this date and time shall be disqualified and shall not be opened.

By submitting a bid, each responder agrees to each and every term and condition set forth within this Advertisement for Bid and associated contract documents, including any addendum that may be issued. All other instructions concerning the submission of a bid will be found in Section 00 21 00 – Instructions for Bidders. To be eligible for consideration, bids must comply with the laws of the State of South Carolina and all conditions as set forth in the project specifications. 

This project is being funded in whole or in part by the South Carolina Infrastructure Investment Program (SCIIP), which is administered by the South Carolina Rural Infrastructure Authority (RIA) and funded by federal State and Local Fiscal Recovery Funds (SLFRF) through the American Rescue Plan Act (ARPA). All federal SLFRF requirements and SCIIP requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM) and may not be debarred from doing business with the federal government. Respondents on this work will be required to comply with all applicable federal regulations, including those listed in Exhibit A 

Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. 

Gilbert Summit Rural Water District reserves the right to accept or reject, in whole or in part, together or separately, any and all responses when it appears, in its judgment, to be in the best interests of the District, or to waive any technicalities and irregularities in determining the action of each proposal. 

No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof.
